Arvinder Sambei was one of two international speakers invited to address the Annual Maldives Judicial Conference held at Bandos Resort. The event, hosted by the Chief Justice Dr Ahmed Abdulla Didi, and attended by the judiciary from across Maldives was examining the issue of Foreign Terrorist Fighters (FTF), which remains of concern to the authorities in the Maldives.

Arvinder Sambei was asked to address the panel and delegates on the challenges in dealing with Foreign Terrorist Fighters, in particular:

  • evidential issues (gathering evidence in foreign jurisdictions, digital evidence, financial intelligence, the use of special investigative means and developing intelligence to evidence);
  • Choice of offences and trial issues; and
  • Rehabilitation & Reintegration of FTF (preventive measures, experience of rehabilitation from other jurisdictions, treatment of returning nationals and reintegration models/measures that may best work in the Maldives).
