Following the Technical Paper by Martin Polaine on the creation of an independent police complaints or oversight institutional framework, he was invited to attend a one-day session to present the findings and work through the recommendations. The Technical Paper had examined practice from three (3) Member States, examined the legislative framework for complaint/oversight mechanism in Serbia and provided recommendations to enhance the existing system.

The Council of Europe (CoE) and European Union (EU) are assisting Serbian authorities in their efforts to comply with standards set in the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment and to implement recommendations of the European Committee for the Prevention of Torture – CPT, as well as the relevant European Court of Human Rights (ECtHR) judgments.
