Arvinder Sambei was invited by the Council of Europe to participate in the training of prosecutors and deputy prosecutors on the ECHR standards and the case law of the European Court of Human Rights in the application of Article 3.

The training was aimed at assisting prosecutors in applying the principles of the Convention and ECtHR jurisprudence when conducting their prosecutorial functions: role of prosecutors in conducting investigations and inquiries into acts of torture (governing principles, obligation to prosecute, and fair trial issues). The workshop included presentations by two national judges and Arvinder Sambei followed by practical case studies, analysing the decisions of the participants and presentations by the training team. The workshop delegates also examined the Unified Methodology (Methodology For Investigating The Cases Of Ill-Treatment) developed by the Serbian authorities in the light of recent ECtHR decisions concerning Serbia and the violations under Article 3.

The workshop was developed by the Council of Europe Office in Belgrade under the Horizontal Facility for Western Balkans and Turkey initiative, a 3 year programme and addresses 3 main themes: ensuring justice, fighting economic crime and combating discrimination & protecting the rights of vulnerable groups.
