As part of its priorities for EU financial assistance for the period 2014-20 to support Turkey on its path to accession, the Action Document drafted within the scope of the Instrument for Pre-Accession Assistance (IPA II) identified international judicial cooperation in criminal matters as one of the priority areas where reforms are most needed to meet accession criteria.
The overarching aim is to strengthen, and enhance, the capacity of Turkey to co-operate with Council of Europe Member States in criminal matters under the various Council of Europe international co-operation Conventions & Protocols, EU directives and UN instruments.
The CoE Economic Crime and Cooperation Division of the Council of Europe engaged Arvinder Sambei and Alan Bacarase to conduct a Needs Assessment in April 2018 through:
- Development of a questionnaire for the relevant agencies;
- On-site needs assessment (series of meetings with relevant agencies and stakeholders)
- Provide a detailed written report setting out identified gaps and recommendations for the CoE project activities
- Provide input for the development of a project Description of Action
