As maritime piracy in the Gulf of Guinea (GoG) continues to rise, the UNODC Global Maritime Counter Piracy (GMCP) programme has worked with Member States in the region to strengthen the institutional, investigative and prosecutorial capacity of the Gulf of Guinea (West Africa) countries to prevent and address maritime crime in the region. The nature of the attacks in the GoG are markedly different, in both scale and operation, to those in the Horn of Africa/Gulf of Aden.

As a technical assistance provider, UNODC GMCP has as its forefront the need to address the investigative and prosecutorial challenges that arise in the region following an attack. The focus of the activities is the introduction of legislative frameworks in the eight Gulf of Guinea countries along with training workshops.

In order to prepare investigators and prosecutors handling maritime cases, including armed attacks in territorial water, the EEZ and piracy on the high seas, UNODC GMCP engaged Arvinder Sambei and Martin Polaine to develop and design a detailed piracy study. The scenario has been created to allow for an ‘immersive’ experience with inbuilt tensions and flaws to provide a more true to life and participatory experience for both training workshops and rehearsing through a mock trial.
