Martin Polaine was asked to review the Kosovo confiscation framework, in particular, the use and disposal of confiscated assets through a Confiscation Fund. The analysis examined the practice in a number of European countries and the US to make recommendations that would be suitable for Kosovo, along with the regulatory and institutional setup, the objectives, functioning, governance, and management of the Fund.
